Bumper Size Clarification

We understand that the bumpers need to be 8 inches, but does the restriction include inside, above, and under the robot, or is it outside?

BUMPERS protect the FRAME PERIMETER. That is measured around the outside of your ROBOT, between 4 and 12 inches off the ground. Each corner must be protected with at least 8 inches of BUMPER on each side.
