Can the minibot be deployed by having it tethered to a battery left on the Tower base, if the battery is fully separated from the Hostbot?

MINIBOTS will be inspected for the volume constraint by being placed in a five-sided box with internal dimensions of 12" x 12" x 12". If the lid (the sixth side of the cube) does not seat properly, the MINIBOT does not pass this part of the MINIBOT inspection.
MINIBOTS are measured by volume. The volume of a tether does not change merely because it is extended. If the tether, battery and mechanism fit in the box, they comply to the rule on measured volume.

Thats the configuration that the minibot must have throughtout. So the tether and battery will be in violation of the rule if you leave it at the base.

The rule was quoted for you (<R91>) - the MINIBOT cannot exceed 12x12x12. The MINIBOT as a whole, not individual parts of a MINIBOT.

The rules state that the minibot, during inspection must fit within the 12 x 12 x 12 box to pass inspection. The rules also state that the minibot cannot exceed these dimensions at any time. you can make it smaller than any of these dimensions, but it cannot exceed any of them.
