Programming vs. mechanical limitations

There is a rule that no part of the robot may extend over 30" past the edge of the bumper. If my team wanted to build a claw that is mechanically able to extend 35" but limit it through code to never go over 30", is this legal? Or must the limitation be done mechanically?

Also, does this 30" limit apply to climbing the level 3? So it is not possible to grip the back of the platform when trying to climb?
